The COBIT business case is essential before implementing a governance system.

As per Wikipedia, a business case captures the reasoning for initiating a project or task. It is often presented in a well-structured written document, or even a short verbal agreement or presentation.

Organizations use business case for analysis before starting a large project or a financial investment. Business cases also justify decision being made for the project or a financial investment.

The development of the business case necessitates the involvement of all stakeholder especially the executive management. It results in accurate description of the business case to address the underlying requirement.

The COBIT 2019 Framework also recommends preparing business cases before planning or implementing EGIT (Enterprise Governance of I&T) projects.

Development of business case is influenced due to factors specific to an organization.

Every company has their own approach for developing business cases. The approach taken by the company can be detailed or a high level approach.

A detailed approach for business cases involves focusing on quantified benefits. A high-level approach for business cases has a qualitative perspective.

The COBIT 2019 Framework for governance and management recommends organizations  to follow existing internal business case and investment if present.
