The governance system helps an organization to better address governance and management of I&T infrastructure. COBIT 2019 Framework provides details to plan and implement a governance system.

Organizational Structures

There is no specific or accepted method for assessment of organizational structures.

Some accepted criteria and sub-criteria, for assessment can be

  • Organizational structure has accountability or responsibility as per RACI resulting in successful execution  of processes.
  • Application of good practices for organizational structures
  • Application of  organizational structure management practices

Information Items

The information items are similar to process work products as defined in COBIT 2019 Framework.

There is no formal method for assessment of information items but less formal method of assessing the information reference model in COBIT 5, can be used. It involves three quality criteria for information and 15 sub-criteria.

Culture and Behavior

Desirable or undesirable behaviors can be defined for good governance and management of IT which can be mapped to various capability levels.

COBIT 2019 Framework: Governance and Management Objectives defines aspects of the culture and behavior component for most objectives.
