The COBIT Framework has evolved in the last decades due to digital transformation requirements of the enterprises. The COBIT 2019 Framework is the latest evolution which addresses the new age requirements of the organizations. It is intended for stakeholders who are affected by the I&T infrastructure and its governance and management.

The stakeholders can be

  • Internal to the organization as executive management, business managers, IT managers, assurance providers  and risk management
  • External to the organization as Regulators, business partners and IT vendors

Functions of Internal Stakeholders

Executive Management – They organize and monitor performance of I&T infrastructure across the organization

Business Managers – They strategize and plan for using IT technologies for strategic opportunities

IT Managers – They provide managerial level expertise and are responsible for:

  • building and structuring of the IT department
  • performance management
  • providing an efficient and effective IT operation
  • controlling IT costs
  • aligning IT strategy

Assurance Providers – They are responsible for providing assurance on I&T infrastructure, effectiveness of internal controls and management of external service providers

Risk Management – They address all IT-related risk

Functions of External Stakeholders

Regulators – They ensure organizational compliance to applicable rules and regulations

Business Partners – They provide assurance of their operations being reliable and compliant to applicable rules and regulations

IT Vendors – They assure that their operations being secure and compliant to applicable rules and regulations.
